The Building Official is authorized and empowered to make inspections of all property, lots, places, or areas, either vacant or occupied, within the corporate limits of the city to determine whether the obligations imposed by this chapter are being fulfilled. In the event a property, lot, place, or area is discovered which is not in compliance with this chapter, the Building Official shall prepare a Notice of Violation and Order to Correct as provided under Chapter 1.20.
