In the event that any property, lot, place, or area is not brought into compliance with this chapter by the owner or occupant or the agent of the owner or occupant after receiving the Notice of Violation and Order to Correct, the City of Moses Lake, under the direction of the Building Official, may seek an injunction in a court of competent jurisdiction or proceed as provided to hold a hearing before the City Council as provided in Section 8.14.050 of this Code. The proceedings for bringing any property, lot, place, or area into compliance shall be initiated by resolution of the City Council which shall describe the property, lot, place, or area involved and shall authorize the Building Official to do what is necessary to bring any property, lot, place, or area into compliance. The work which must be performed in order to bring any property, lot, place, or area into compliance may be done by the agents and employees of the City of Moses Lake, or by independent contractors, as the Building Official may deem appropriate. Careful account of the cost of such work shall be kept and reported to the Finance Director when the work is completed. The cost to the city of such work shall be and become a charge against the owner of such property, lot, place, or area and shall be collected in the same manner as other debts owing to the city.
