Street improvements consisting of intersection improvements or traffic signals constructed with city funds shall be reimbursed by the below referenced property owners upon property subdivision or upon development. Intersection improvements or traffic signals will be installed when warranted. Reimbursement fees shall be collected before the intersection improvements or traffic signals are completed. The assessment shall be in addition to the other permit fees that are due. Every residential unit equivalent in the referenced reimbursement area as set forth below shall be assessed a two hundred dollar ($200) reimbursement fee. The reimbursement area shall include the following properties:

A. SE 1/4, SE 1/4, Section 9, Township 19 North, Range 28 East, W.M.,

The east 275 feet of the south 1,110 feet, except for the Hillcrest Acres, Hillcrest Acres No. 2, and Sunrise Addition plats.

B. SW 1/4, SW 1/4, Section 10, Township 19 North, Range 28 East, W.M.,

The south 668 feet of the west 660 feet

C. SW 1/4, Section 15, Township 19 North, Range 28 East, W.M.

West 660 feet, less Knolls Vista 18th Addition

D. NW 1/4, Section 15, Township 19 North, Range 28 East, W.M.,

Tracts 39, 40, 41, and 42 Park Orchard Tracts, less the Valley View Short Plat

E. NE 1/4, Section 16, Township 19 North, Range 28 East, W.M., described as follows:
