All violations of Sections 10.12.020 through 10.12.035 shall be subject to a penalty of thirty-five dollars ($35); violations of Sections 10.12.040 through 10.12.050 shall be subject to a penalty of one hundred fifty dollars ($150); furthermore, if the defendant fails to respond to the notice of infraction issued for the violation, an additional penalty of twenty-five dollars ($25) shall be imposed by the Municipal Court for the failure to respond. Such penalty shall not be suspended or excused by the Court.
