It shall be a civil infraction for any person to have in his or her possession any graffiti implement, in a manner or under circumstances demonstrating his or her intent to paint, spray, chalk, etch, or otherwise apply graffiti. A civil infraction under this section shall be subject to a C-15 penalty as provided for in Section 1.08.030 for each violation. (Ord. 3032, 8/22/23)
