Any such permit may be revoked by the Police Chief or a member of the Administration Department for any violation of the ordinances of the City, laws of the state, laws of the United States, or for numerous complaints made by the public. Notice of revocation or notice of refusal to issue a permit shall be sent to the licensee or prospective licensee specifying the grounds for revocation or refusal. The licensee or prospective licensee may file a notice of appeal with the Police Chief within ten (10) days of receipt of a notice of revocation or refusal to issue.
