The Park and Recreation Improvement Fund shall receive funds intended to be expended for the improvement of park and recreation facilities in the City of Moses Lake. The funds shall be used to acquire land and facilities and to renovate or build new facilities which are or will be included in the city’s park system or related to the city’s recreational programs, whatever they may be.
