The City Council finds and determines that new growth and development in the City, including but not limited to new residential, commercial, retail, office, and industrial development, will create additional demand and need for fire protection facilities in the City and the Council finds that new growth and development should pay a proportionate share of the cost of fire protection facilities needed to serve the new growth and development. The City has conducted a study documenting the procedures for measuring the impact of new developments on fire protection facilities. This study has contributed to the rates established in the fee schedule of the City of Moses Lake. The City has prepared a Capital Facilities Plan documenting the impact of new development within the City. The City Council accepts the methodology and data contained in the Capital Facilities Plan. Therefore, pursuant to Chapter 82.02 RCW, the City Council adopts this chapter to assess impact fees for new fire protection facilities within the City. The provisions of this chapter shall be liberally construed in order to carry out the purposes of the Council in establishing the impact fee program. (Ord. 3037, 10/24/23)
