Pursuant to the authority conferred upon the City of Moses Lake by RCW Chapter 41.12, there is recreated and there shall exist a Civil Service system, which will have rules and/or regulations which substantially accomplish the purposes of RCW Chapter 41.12 concerning among other things but not limited to the selection, appointment, and employment of individuals in the Police Department of the city, except for the position of Police Chief, which is excluded by the authority contained in RCW 41.12.050 and further, specifically excepting non-commissioned positions in the Police Department including but not limited to secretaries, clerks, dispatchers, and utility officers.
