This Civil Service Commission, upon appointment, qualification, and organization, shall hold meetings, perform duties and adopt rules and/or regulations which substantially accomplish the purpose of RCW Chapter 41.08 for covered fire fighters and specifically excepting the position of Fire Chief and all other positions including but not limited to secretaries, clerks, and the like. This Commission is specifically granted the authority and power in the place and stead of the City Council to adopt and enforce its rules and/or regulations which substantially accomplish the purpose of RCW Chapter 41.08 which is in the best interests of the city.
