A. Commission – Established. The Municipal Airport Commission for the City is created and shall consist of five (5) members. With the establishment of the Commission, three (3) prior members, of the Airport Board which was dissolved, are immediately appointed for new four (4) year terms. Two (2) new members will be appointed for initial two (2) year terms, and, thereafter, may be reappointed to serve four (4) year terms.

B. Membership – Eligibility. All members shall be resident taxpayers of the City with knowledge of aviation and interest in management of the airport pursuant to RCW 14.08.120(a).

C. Appointment and Confirmation Process. Upon notice of a vacancy, the current Airport Commissioners will present a resume of their recommendation to the City Council for evaluation and confirmation to serve the full or unexpired term for the position.

D. Reappointments. Incumbents who wish to be reappointed shall notify the Airport Commission Chair. Reappointments are subject to confirmation by the City Council.

E. Removal of Members. Members may be removed from the Airport Commission prior to the expiration of their term of office by a minimum of four (4) affirmative votes of the City Council.

F. Meetings. The Commission shall devote such time as may be necessary to properly discharge all duties devolving upon it. Minutes of all meetings shall be filed with the City Clerk. A meeting of the Commission shall be held at least once each month.

G. Duties of Commission. The Commission shall advise the Mayor and City Council, the City Manager and/or his/her designee regarding matters relative to the operation of the Moses Lake Municipal Airport per RCW 14.08.120.

H. Reports. The Airport Commission shall provide a quarterly report to the City Council.

I. Compensation. Refer to this chapter.

J. Initial Budget. Fund 495 shall be utilized for operation of the airport. All airport lease revenues will be accounted for in this fund, with an additional one (1) time allocation to ensure a sixty thousand dollar ($60,000) operation budget. (Ord. 3003, 4/12/22; Ord. 2972, 5/25/21)
