Individual Council members represent the Council as a whole. Council members have a responsibility to bring controversial decisions back to the whole Council whenever possible. All written informational material requested by individual Council members shall be distributed by City staff, after approval of the City Manager, to all Council members with a notation indicating which Council member requested the information.
