It is the intent of this chapter is to establish the terms, criteria and procedures by which vacation rental dwellings may be permitted to ensure the safety and convenience of renters, owners, and neighboring property owners; protect the character of the residential neighborhoods; and address potential negative effects such as excessive noise, overcrowding, illegal parking, nuisance activities, and the accumulation of refuse.
