This chapter is enacted for the purpose of adopting rules and regulations for the protection of the health, safety and general welfare of the public governing the creation, construction, enlargement, relocation, conversion, alteration, repair, occupancy, use, height, court area, sanitation, ventilation, and maintenance of all buildings and structures within this jurisdiction.
