Whenever the Parks and Recreation Department prescribes rules or regulations for the use of any path or walk within a city park, it is unlawful for any person, firm, or corporation to violate any such rule or regulation; provided that, the rules and regulations for the path or walk are stated on signs that are posted conspicuously at all entrances and exits for the path or walk.
