No permit shall be issued to any person, firm, or corporation who is either delinquent in the payment of any fees or charges that are owed to the city or who refuses or neglects to comply with any of the provisions of this chapter. The Engineer may revoke any permit for reasons of non-compliance with this chapter, and the permittee shall have no recourse for said action of the Engineer revoking a permit. (Ord. 2223, 8/9/05)
