Any person, firm, or corporation who violates or fails to comply with the provisions of this chapter shall be subject to being issued a Notice of Violation and Order to Correct such violation or failure to comply as provided in Chapter 1.20 by the Municipal Services Director. Any person, firm, or corporation who violates or fails to comply with the provisions of this chapter shall be responsible for all liability resulting from their actions or the omission of their actions, and the violators shall make full restitution to the city for all direct and indirect costs, expenses, and damages.
