Whenever any motor vehicle without a driver is found parked or left in violation of any provision of this chapter, whether removed and impounded as provided for in this chapter or whether not removed and impounded, the Police Officer finding such motor vehicle shall take its registration number and any other information displayed on the motor vehicle which may identify its user, and shall conspicuously affix to such motor vehicle a infraction notice, on a form provided by the Police Department.
