It shall be unlawful for any person to operate a motor vehicle or motorized bicycle including but not limited to automobiles, pick-up trucks, motorcycles, dirt bikes, off-road vehicles, and motorized bicycles of any type on any property in the City of Moses Lake for recreational pleasure unless the area where the vehicle is operated is paved with a hard surface such as concrete or asphalt. Operating a motor vehicle or motorized bicycle on any designated roadway, highway, street, alley, or sidewalk of the City of Moses Lake within the boundaries of the municipality or on one’s own private property is hereby specifically excluded from this section.
