8.54.030 Unlawful to Keep or Store Junk:

It is unlawful for any person to accumulate, keep, or store, or permit any other person to accumulate, keep, or store any junk on any privately owned property within the city or to accumulate, keep, or store any junk in a building that is not wholly enclosed, except for doors for ingress and egress.
