When a city official or City Council has the right or is required to act to take some proceeding within a prescribed period pursuant to this chapter, and service is made by mail, two days shall be added to the prescribed period. Whenever a person, the Police Chief, or any city official or employee is required to make delivery by first call mail, delivery, in lieu thereof, may be made by hand by any person eighteen years of age or older.
