Upon the failure, neglect, refusal of any owner so notified to abate a nuisance by controlling noxious weeds growing upon any lot, place, or area within the City of Moses Lake, after receipt of the written notice provided for in Section 8.22.060 above, the Code Enforcement Officer or his or her designee is hereby authorized and empowered to bring before the City Council a request for abatement of the nuisance as provided in Section 8.14.070 of this Code.
