It is unlawful for any person, firm, corporation, or association to put on a public display of fireworks or discharge special fireworks unless a permit to do so has been issued by the City pursuant to the authority stated in RCW 70.77.260. The applicant for a permit for a public display of fireworks shall submit an application and fee, with the state-issued permit, and furnish proof that he carries compensation insurance for his employees as provided by the laws of the state, and he shall file with the Chief of the Fire Department a certificate of insurance in the minimum amount of five hundred thousand dollars ($500,000) combined single limit covering bodily injury liability, property damage liability, including products liability, premises liability and contractual liability, with the applicant named as insured therein and which shall also name, as additional insured parties, the City, its officers and employees acting in their capacity as agents of the City.
