Any person possessing or maintaining an exotic animal in Moses Lake without an exotic animal owner’s license as provided herein, or transferring possession of an exotic animal to a person not licensed as provided by this chapter, is guilty of a civil infraction and shall be subject to a penalty as provided for in Chapter 6.18 for failing to properly obtain a license. Any exotic animal maintained or possessed within the City in violation of any other provision of this Chapter shall be deemed a public nuisance and the owner shall be subject to a Notice of Violation and Order to Correct pursuant to MLMC Chapter 1.20.
