For the purpose of this section, the application fee shall apply to those pawnbrokers and secondhand dealers as defined by RCW 19.60.010 and which include employees that deal with firearms, precious metals, gem stones, electronics, tools, and artwork. Application for a business license under this chapter shall be in writing filed with the Finance Department on forms furnished by the City and shall be accompanied by a fee as assessed in accordance with the adopted fee schedule to help defray the costs of screening any applicant for a license. The application shall be referred to the Police Department for review. All owners and employees are subject to a background check as set forth in Chapter 5.02. The application, together with the Police Department’s recommendation, shall be forwarded to the City Council for its consideration. If the City Council approves the application it may, by resolution, direct the issuance of the license by the Finance Director.
