The purpose of this chapter is to review all applicants engaged in the following: solicitors, pawnbrokers, secondhand dealers, and taxi drivers; to determine the genuineness of all credentials and documents presented by the applicant; and to determine if the applicant meets the fitness requirements set forth in Section 5.02.020.
