This Civil Services Commission, upon appointment, qualification, and organization, shall hold meetings, perform duties and adopt rules and/or regulations which substantially accomplish the purposes of RCW Chapter 41.12 for covered commissioned police officers and specifically excepting the position of Police Chief and all other non-commissioned positions including but not limited to secretaries, clerks, dispatchers, and utility officers. This Commis sion is specifically granted the authority and power in the place and stead of the City Council to adopt and enforce its rules and/or regulations which substantially accomplish the purpose of RCW Chapter 41.12 which is in the best interests of the city.
