The Mayor and the Finance Director are authorized to execute and deliver to the Washington Department of Employment Security for its approval the plan or plans required under the provisions of Section 5 of the enabling act (Chapter 184, Laws of 1951 - RCW Chapter 41.48) and of the Social Security Act to extend coverage to the employees and officers with the exception of the Fire Department, of the city and to do all other things necessary to that end.
