A. The City Manager shall appoint the Municipal Services Director who shall be the best trained and qualified person available.

B. The Director shall be responsible to the City Manager for management of the Public Works Division and the Engineering Division, the supervision of departmental employees, and for the effective administration, construction, and development of public works and engineering and related public facilities.
