This ordinance does not imply that land outside resource lands and critical areas or activities that are permitted within such areas will be free from exposure or damage resulting from catastrophic natural disasters which can, and will, occur on rare occasions. This ordinance shall not impose or create any liability on the part of the City of Moses Lake, elected or appointed officials, and or employees thereof, for any damages that result from reliance on this ordinance or any administrative decision lawfully made hereunder.
