Any person, firm, or corporation who violates, disobeys, omits, neglects, or refuses to comply with or who resists the enforcement of any of the provisions of this ordinance shall be deemed to have violated the terms of this ordinance and will subject the offender to a civil penalty as provided in Chapter 1.08 of the Moses Lake Municipal Code.
