Any person aggrieved by the decision of the Plat Administrator to approve or disapprove a proposed boundary line adjustment can appeal the decision to the City Council within ten (10) days following issuance of the decision. Upon receipt of the appeal, the City Council shall consider the matter de novo and shall affirm or reverse the decision of the Plat Administrator or shall remand the application to the Plat Administrator with instructions to approve or disapprove the same.
