A. A rate shall be assessed in accordance with the adopted fee schedule for water from the City water system from all residential living units within the corporate limits of the City and outside the corporate limits of the City.

B. A rate shall be assessed in accordance with the adopted fee schedule for each meter in service for all residential living units within the corporate limits of the City and outside the corporate limits of the City.
