No connection shall be allowed unless authorized by the City Council. The authorization to discharge wastewater to the POTW shall include the requirement of the property owner to execute an extraterritorial utility extension agreement upon forms prepared by the City, unless the City Council enters into the record a finding that the property owner is incapable of executing such an agreement, as distinguished from the property owner’s reluctance to execute the agreement.
