No person shall throw, deposit, leave, maintain, or keep in or upon any public or private property any refuse, rubbish, garbage, litter, or other discarded or abandoned objects, articles, or accumulations that may cause contamination to the stormwater system. Wastes deposited in waste receptacles, designed for the purposes of collection, are exempt from this prohibition. (Ord. 2539, 11/24/09)
