It shall be the duty of persons occupying property or the legal property owner, if the property is vacant, to provide sidewalk service for municipal sidewalks and activity trails that are adjacent to their property, unless said sidewalks and activity trails are serviced by the City in accordance with section 12.20.020 of this chapter. Sidewalk service includes keeping the municipal sidewalks and activity trails free of snow, ice, winter sand, obstructions, and other objectionable things.
